Building (Accreditation of Building Consent Authorities) Regulations of 2006 (the Regulations). And the Ministry of Business, Innovation, and Employment’s (MBIE) regulatory instruction. outline the accreditation requirements that organizations and individuals must meet to become accredited organizations or building consent authorities (BCAs). To assist applicants, accredited organizations, and BCAs in achieving. and maintaining compliance with accreditation standards. MBIE has provided guidelines that explain what’s adequate for intent for every one of the Regulations. Checklists for the minimal requirements that must be completed are included in the regulatory guidelines. and can be used to conduct a self-assessment.
An applicant should be better equipped to tackle the subsequent stages of the accreditation program. and be able to submit an application for certification if they have completed a thorough self-assessment.
Before submitting a formal application. prospective candidates can get more information on the accreditation requirements. You can find information in the regulatory requirements on how to submit a request for additional advice or direction. To learn more about the accreditation procedure in greater detail. applicants should also get in touch with the accrediting authority.
-
Start By Submitting A Request.
The candidate must be certain that they can fulfill all accreditation requirements, and applications must be submitted with all the information requested on the application form.
Please be aware that the accreditation body must receive all available information asked to be submitted with the application form in hard copy, printed single-sided, unbound, and properly indexed.
Potential candidates should make sure they are familiar with the application cost schedule before submitting their application. A fee estimate will be given by the accreditation authority before the application’s evaluation. They will be given a thorough invoice when they ask for payment.
-
Evaluation Of Documents By Accrediting Body
The accreditation body will review the given information after receiving an application. And conducting a desk-based documentation check. The policies practice, and systems supporting the applicant’s performance of building controls will be examined as part of this process. The examination will determine whether the systems, and policies. And procedures adhere to the certification standards as outlined in the Restrictions and further defined in MBIE’s regulatory guidelines.
The accrediting authority may find evidence of noncompliance in the application’s supporting materials. The lead assessor will inform the authorized representative if this is the case. The evidence needed for the accreditation authority to be convinced that the non-compliance has been remedied will be agreed upon by the lead assessor. A deadline for submitting the proof must also be set. But it is the applicant’s responsibility because the application process won’t move further. Until all policies, processes, and systems have been evaluated for compliance with accreditation requirements.
-
Physical Meeting Before Assessment
The accreditation authority will set up a pre-assessment meeting with the applicant’s authorized representative, any employees, or contractors. And other important organizational representatives on-site. Critical corporate officials could be found in departments like human resources, ICT, and procurement. And any domain experts that will assist the applicant in carrying out its building control functions.
The pre-assessment meeting’s goal is to talk about the following steps in the accreditation process. Which includes a preliminary, on-site comprehensive assessment (and may involve a follow-up, on-site assessment). It offers a chance for the applicant and the accreditation authority to share an understanding of the evaluation process.
-
Physical Evaluation
The accreditation organization will carry out a preliminary, in-person evaluation of the candidate. For the lead assessor and the assessment team to work effectively together throughout the assessment. Applicants will be asked to provide a suitable liaison person. This person should be in a position of authority to guarantee that assessors have access to all pertinent paperwork, records, resources, personnel, and workers.
First-time candidates Due to their lack of accreditation and consequent lack of BCA registration. Applicants who are being evaluated for the first time shouldn’t be doing building control tasks on their own. To independently carry out building control tasks, a BCA must register and keep its registration current. Otherwise, it violates section 199 of the Act. An applicant will first be judged based on the supporting paperwork they submit. As well as the systems, policies, and practices they have implemented to support ongoing operations.
-
The Granting Of Accreditation
The accreditation body will determine: if it is satisfied that the application has met the accreditation requirements; any limitations of scope that may be applied to the applicant following the initial on-site assessment procedure and the applicant satisfactorily addressing any non-compliance.
All members of the Professional Advisory Committee will thereafter be notified of the application (the PAC). To guarantee that the lead assessor and the assessment team followed an impartial and suitable accreditation process. The PAC will examine the application file from the standpoint of the accreditation system.
The accrediting organization will accept a candidate for accreditation if:
- Is pleased that the applicant complied with all conditions for accreditation.
- Is informed by the PAC that the procedure was appropriate.
- Obtains official notification that the applicant consents to abide by the accreditation standards
- Has been compensated in full for the accreditation costs.
-
Follow-Up Evaluation
Within six months of the initial examination. The accreditation authority may conduct a second on-site evaluation of a URAC accreditation consulting organization. In this evaluation, the accreditation body will attest to the organization’s continued compliance with the accreditation requirements. Whether this was before or after the organization registered as a BCA. And began performing building control functions under the authority of a registered BCA. One or more of the procedures in an initial, on-site comprehensive assessment may be carried out by them.
Similar to the prior processes. The accreditation body may point up instances of non-compliance and demand proof that such violations have been corrected. The accreditation body will notify the chief executive. And the authorized representative if the organization fails to address non-compliance. Moreover, the accreditation organization will inform MBIE.
