Its origin can be traced back to 1993 as Majlis Pembangunan Sumber Manusia, Human Resources Development Fund (HRDF) or Kumpulan Wang Pembangunan Sumber Manusia, an institution under the Ministry of Human Resources of Malaysia. According to the Pembangunan Sumber Manusia Berhad Act of 2001 (PSMB Act of 2001), the Malaysian government authorizes HRDF to promote the development of local skilled labour, which will help realize Malaysia’s vision of becoming a high-income country.
